I live in houston tx so new orleans would be closer and a lil more inexpensive considering i could just drive there but my father is paying for it eather way so money is not an issue…. so should i go to the strip or spend my BDAY on Bourbon street?

As you pointed out in your question you can drive to New Orleans for a weekend anytime. Also, the French Quarter Festival was last weekend (17th to 19th) and the JazzFest is the last weekend in April + the first weekend in May each year. Unless you can go to the JazzFest at this late date for arrangements, New Orleans is about to enter the summertime low season for tourism and events. Houston and New Orleans have the same climate, so also you know what the humidity will be like in July/August….. LV will be hot, but not humid, and the weather doesn't really matter there (everything is indoors).
The next really good event in New Orleans will be Halloween, which is like a 1-night Mardi Gras.

I know there are at least six maybe more Banksy murals around New Orleans. I'm looking for physical addresses so I can plot a bike route around town to see them all. Any help would be appreciated.

I want to move to New Orleans and I have a lot of experience making costumes for professional theatre companies. Are there independent people who make them? Do you have to be part of a Krew?
Sure why not? Why limit yourself to Mardi Gras, why not make costumes for rentals throughout the year.
